Training

New Jersey has developed and institutionalized a comprehensive performance measurement system that includes: an online training provider enrollment process, the Eligible Training Providers List (ETPL); education and training provider program evaluation, and student record data collection Consumer Report Card (CRC).  Each of these areas is accessed through the New Jersey Training Opportunities portal at: www.njtopps.com. 

Eligible Training Providers List (ETPL)

The State Employment and Training Commission (SETC), the Department of Labor and Workforce Development and the Center for Occupational Employment Information (COEI )  partner in the management of the entire system. In order to be placed on the Eligible Training Provider List, a training provider must meet the requirements established by the SETC. Inclusion is a prerequisite for receipt of any federal or state training funding.

Training Providers wishing to participate are required to submit certain basic information about their school and programs through an online application process.
The COEI and the local Workforce Investment Board will review the provider and training program application to ensure that the information is accurate and that the training provider has the approval of a recognized governmental agency to deliver education and/or training in New Jersey, or another state. The provider will then be approved for placement on the website.

Consumer Report Card (CRC)

Training Providers are also required to submit student enrollment and exit information. This data collection serves as the basis of program evaluation, so that the State may periodically assess the quality of program offerings and provide information for consumer choice.

When individuals are enrolled in training, information entered into the data system assists the SETC in evaluating vendors and programs and ensures the Workforce Investment Boards (WIBs ) that certain performance levels are being achieved. Student outcomes are evaluated through the Unemployment Insurance Wage Record System while maintaining student confidentiality.

The analysis of both vendor and student information establishes benchmarks and performance standards that are used to classify schools and/or programs based on outcomes and create a Consumer Report Card (CRC) for those seeking quality training programs.
