COURTS 4.0

Background of COURTS
New Jersey was one of the first states in the nation to have a fully automated workers’ compensation case management and litigation system.  This was made possible with the implementation of the COURTS system, which was deployed in three phases, beginning in 1999.

COURTS I – replaced prior mainframe system for DWC employees
COURTS II - COURTS on-line for attorneys and carriers
COURTS III – Electronic Filing program
COURTS 4.0
A few years back, as COURTS began to age, we initiated an analysis to identity areas that needed improvement and to plan for the eventual system end of life. The analysis revealed that:

 the software that was used to develop COURTS was no longer being supported and as the system continued to age, it may become vulnerable to database and other technical issues that cannot be readily addressed.

 the system, which comprised of two separate applications - one for Division staff and one for external users, was very difficult to maintain or upgrade.

 several much needed enhancements and fixes to known errors were necessary to ensure continued successful utilization of the system by all participants.

The development of COURTS 4.0 will address all the above issues with the creation of a single web enabled role-based system which will be used by all participants of the system.

Features of COURTS 4.0
COURTS 4 will have all the high value features of the existing system with the addition of some new:

 e-filing of Medical Claim Petitions and Answers
 e-filing of Applications for Informal Hearings
 Improved flow for e-filing Claims and Answers
 Improved navigation throughout the site
 Improved display of case data and related case searches
 Ability to download your firm's Attorney Calendars

COURTS IV will be deployed in multiple releases. The 1st release will cover the above. E-filing of certain Motion documents and several other enhancements will be deployed in late releases.

How to Prepare
For current users of COURTS on-line, we encourage you to preview the new site design, case search module and e-filing flows prior to roll-out.  The transition to the new system will not be difficult as you will find the design quite intuitive and easy to use.  Established userIDs and passwords will continue to be used.

We will be making available on this website, routine updates on what to expect with the new system, along with previews of the new pages and flows. We will also make available new procedures guides and tutorials to make the transition from the existing system to the new one seamless.

Email announcements will be issued to all current subscribers of the COURTS on-line program when the materials become available.
