Definition of Apprenticeship
An Apprenticeship is a relationship between an employer and an employee during which the employee, or apprentice, learns a highly skilled occupation. The programs consist of a combination of both classroom and on the job training. A sponsor, who can be an individual employer or an association of employers, operates the apprentice training programs on a voluntary basis. When a, sponsor is comprised of both employer and union representatives, it becomes a Joint Apprenticeship Committee (JAC). In either case, the sponsor plans, administers, and pays for the apprenticeship training program.
Apprenticeship training programs are authorized by the National Apprenticeship Act of 1937 (Fitzgerald Act), PL 75-308. In New Jersey, approval of apprentice programs and registration of apprenticeship programs standards is conducted by the United States Department of Labor, Office of Apprenticeship and the New Jersey Department of Labor and Workforce Development.

Youth Transitions to Work (YTTW)

The Youth Transitions to Work program provides funding to consortia of employers, organized labor, and sch001 s to implement school-to-registered-apprenticeship transition programs. Youth Transitions to Work offers both structured on-the-job training and relevant classroom instruction. New Jersey Builders Utilization Initiative for Labor Diversity (NJBUILD)
NJBUILD aims to correct the under-representation of women and minorities in the heavy equipment and construction trades. The program provides funding to consortia of employers, labor organizations, community organizations and training providers to provide workforce readiness and vocational training to women and minorities. Both NJBUILD and Women Build are funded by a transfer of 1/2 of 1% of all state construction projects to the NJBUILD program. |
Women Build Pilot Training Program
Contract Period 10/01/2010 to 03/31/2012
Funded by NJBUILD, the Women Build Pilot Training Program will focus on training in Essex County and Camden County by providing women and female ex-offenders residing in the counties with construction trades training, case management services and placement services into United States Department of Labor (USDOL) registered apprenticeship programs or skilled trade jobs with industry partners. In response to a Competitive Notice of Grant Opportunity (NGO) process, The Hispanic Family Center of Southern New Jersey and New Jersey Institute of Social Justice in Northern NJ were each awarded a grant in the amount of $300,000 to each recruit and train a minimum of 32 women (minimum of 60% must be ex-offenders). It is anticipated each grantee will place a minimum of 25 graduates in quality construction jobs and USDOL Registered Apprenticeship occupations with employer partners and labor organizations.

Mentoring Assistance Program
Mentoring Assistance offers a monetary incentive to sponsors in the registered apprenticeship program who hire graduates of certain training courses into their apprenticeship programs. Potentially eligible sponsors mentor graduates of the following apprenticeship training programs: YOUTH Transitions to Work, the former Construction Trades Training Program for Women and Minorities, and former Highway Construction Trades Training Program for Women and Minorities. |
Registered Apprenticeship Incentive Program for Manufacturing
The Registered Apprenticeship Incentive Program for the Manufacturing Industry offers a onetime financial incentive to employers in the manufacturing industry. Qualified employers may receive up to $5,000 for each new or current employee sponsored as a registered apprentice. |
