Definition of Apprenticeship
An Apprenticeship is a relationship between an employer and an employee during which the employee, or apprentice, learns a highly skilled occupation. The programs consist of a combination of both classroom and on the job training. A sponsor, who can be an individual employer or an association of employers, operates the apprentice training programs on a voluntary basis. When a, sponsor is comprised of both employer and union representatives, it becomes a “Joint Apprenticeship Committee” (JAC). In either case, the sponsor plans, administers, and pays for the apprenticeship training program.
Apprenticeship training programs are authorized by the National Apprenticeship Act of 1937 (Fitzgerald Act), PL 75-308. In New Jersey, approval of apprentice programs and registration of apprenticeship programs standards is conducted by the United States Department of Labor, Office of Apprenticeship and the New Jersey Department of Labor and Workforce Development.
The Apprenticeship Policy Committee was established in July 1992, through a joint agreement between: the United States Department of Labor, Office Apprenticeship; the New Jersey Department of Labor and Workforce Development, the New Jersey Department of Education, and the New Jersey State AFL-CIO.
Green Job Training Partnership Program
A unique collaboration between three community and regional partners will develop an innovative “Green Collar” training initiative. The partners include Isles, Partnership for Environment Technology Education (PETE), and Energy Industry Partners. The New Jersey Department of Labor and Workforce Development will provide technical assistance to help guide the development process. New Jersey County Apprenticeship Coordinators Grant
This grant supports the Department of Labor and Workforce Development responsibilities in the joint administration of registered apprenticeship programs with the U.S. Department of Labor. The County Apprenticeship Coordinator duties include promoting and expanding registered apprenticeship opportunities, jointly registering new apprentices, and certifying completion certificates. Currently, there are 21 County Apprenticeship Coordinators located in the vocational-technical schools in New Jersey.
Youth Transitions to Work (YTTW)
Funded by the State of New Jersey, this program provides funding to a consortia of employers, organized labor and schools to implement school-to-registered-apprenticeship transition programs. The course of instruction offers both structured on-the-job training and relevant classroom instruction. The program targets high school juniors and seniors.

Construction Trades Training Program for Women and Minorities
(CTTP-WM)
The purpose of this program is to increase employment opportunities for women and minorities in the construction trade field. The goal is for them to learn construction related skills, and to benefit from school construction projects in local communities. The program offers participants 8-16 weeks of free training. The objective is to assist them in increasing their math and reading levels in preparation for tests given by the building trades unions. This also enables them to compete for apprenticeship opportunities within these unions.

Highway Construction Trades Training Program for Women and Minorities (HCTTP- WM)
The primary purpose of this program is to increase apprenticeship opportunities for women and minorities in building trades that are associated with federal highway construction funding.

Mentoring Assistance Program
This program provides a monetary incentive to registered apprenticeship program sponsors who accept and hire YTTW, CTTP-WM and HCTTP-WM participants into their apprenticeship programs.
Occupational Safety & Health (OS&H)
The New Jersey Occupational Safety & Health program seeks to help employers improve and strengthen workplaces by offering comprehensive health and safety training programs that will meet Federal OSHA standards. The program’s objective is to increase awareness and ultimately reduce injuries in the workplace. OSH grants are currently funded under the Workforce Development Partnership Act. More
Electronic Registered Apprenticeship
Registered apprenticeship training programs are operated by employers, employer associations or jointly by management and labor. They are designed to provide workers entering the workforce with comprehensive training by exposing them to the practical and theoretical aspects of work required by the occupational area. Registered Apprenticeships range from 1 to 6 years but usually last about 4 years. They require 2,000 hours of on-the-job training per year and at least 144 hours of related classroom instruction. As the apprenticeship progresses, the apprentice performs the work under less and less direct supervision. Upon successful completion of the training program, the apprentice receives a Certificate of Completion from the U.S. Department of Labor, and the New Jersey Department of Labor and Workforce Development. These certificates are nationally-recognized and the participant is awarded journey person status in his/her trade.
Registered Apprenticeship Incentive Program for Manufacturing
The Registered Apprenticeship Manufacturing Incentive Program is administered by the New Jersey Department of Labor and Workforce Development. The Program offers a one-time financial incentive to manufacturing industry employers of up to $5,000 for each new or current employee sponsored as a Registered Apprentice.
