Definition of Apprenticeship

An Apprenticeship is a relationship between an employer and an employee during which the employee, or apprentice, learns a highly skilled occupation. The programs consist of a combination of both classroom and on the job training. A sponsor, who can be an individual employer or an association of employers, operates the apprentice training programs on a voluntary basis. When a, sponsor is comprised of both employer and union representatives, it becomes a Joint Apprenticeship Committee (JAC). In either case, the sponsor plans, administers, and pays for the apprenticeship training program.

Apprenticeship training programs are authorized by the National Apprenticeship Act of 1937 (Fitzgerald Act), PL 75-308. In New Jersey, approval of apprentice programs and registration of apprenticeship programs standards is conducted by the United States Department of Labor, Office of Apprenticeship and the New Jersey Department of Labor and Workforce Development.

New Jersey County Apprenticeship Coordinators Grant
Contract Period 07/01/2012 to 06/30/2013
 

The County Apprenticeship Coordinator Grant program promotes and expands registered apprenticeship opportunities, registers new apprentices, and issues certificates of completion.

Grants to County Apprenticeship Coordinators support the Department of Labor and Workforce Development in the shared administration of registered apprenticeship programs with the U.S. Department of Labor and the 21 County Apprenticeship Coordinators. The grants are funded through the Workforce Development Partnership Act.

New Jersey Builders Utilization Initiative for Labor Diversity (NJBUILD)

NJBUILD aims to correct the under-representation of women and minorities in the heavy equipment and construction trades. The program provides funding to consortia of employers, labor organizations, community organizations and training providers to provide workforce readiness and vocational training to women and minorities. Graduates of the program can pursue entry-level apprenticeship opportunities in the construction trades. More


Women Build is an NJBUILD effort to help women and female ex-offenders living in Camden and Essex counties get a start in the construction field. Participants receive workforce readiness, basic construction trades training and intensive case management services. Women Build's goal is to place graduates of the program into a registered apprenticeship occupation.

Both NJBUILD and Women Build are funded by a transfer of 1/2 of 1% of all state construction projects to the NJBUILD program.


Mentoring Assistance Program 

Mentoring Assistance offers a monetary incentive to sponsors in the registered apprenticeship program who hire graduates of certain training courses into their apprenticeship programs. Potentially eligible sponsors mentor graduates of the following apprenticeship training programs: YOUTH Transitions to Work, the former Construction Trades Training Program for Women and Minorities, and former Highway Construction Trades Training Program for Women and Minorities.
