Workforce Portfolio and Contract Management

As a division under the umbrella of Workforce Development, Workforce Portfolio and Contract Management supervises LWD’s National Emergency Grant portfolio; develops the contracts for Local Area Workforce Development, WIA, and dislocated worker dollars; and provides services to employers through the Work Opportunity Tax Credit and Alien Labor Certification programs.

National Emergency Grants (NEG) (609-984-2477) temporarily expand the service capacity of Workforce Investment Act Dislocated Worker training and employment programs at the state and local levels by providing funding assistance in response to large, unexpected economic events which cause significant job losses. NEGs generally provide resources to states and local workforce investment boards to quickly reemploy laid-off workers by offering training to increase occupational skills. 

Work Opportunity Tax Credit (WOTC) Program (609-292-5525) A federal tax credit incentive for employers to hire individuals from certain targeted groups. A federal tax credit incentive for employers to hire individuals from certain targeted groups.  

Alien Labor Certification (609-292-2900) The alien or foreign labor certification program permits U.S. employers to hire foreign workers on a temporary or permanent basis to fill jobs essential to the U.S. economy.

State Energy Sector Partnership (SESP) Grant (609-777-1724) is a training grant awarded from the U. S. Department of Labor (USDOL) with the primary purpose of preparing New Jersey's workforce for the growth of energy efficiency and renewable energy.
